That password is the one step needing a human at a keyboard, so it is the step most likely to fail for a reason unrelated to the deployment; when it did, it left a migrated database and four healthy services in a directory the installer would not recognise. STATE is now written first, once the migration has run and all three services have answered, which is what an installed deployment actually is. - **`upgrade` says what `install` says.** A directory holding `.env` and no STATE is an install that stopped part way, and the message naming that case and its recovery was wired only into `install`. The verb an operator reaches for second gave the thinner sentence. A directory with no `.env` at all still gets the plain one.
